THE MDIO CHAIR
The MDIO Chair coordinates all activities and programs of the MDIO. He/she presides at all meetings of the Board of Directors and the Executive Committee as well as the annual meeting. He/she appoints all committees and volunteer leaders as necessary or convenient, citing specific duties at the time of appointment. The chair is an ex-officio member of all committees. The chair maintains regular communication with the member districts, the district Rotaract representatives, other MDIOs and Rotary International.
Article 2 Section 2 of the 2020 Amended Bylaws of Pilipinas Rotaract MDIO states that election for the Chair Nominee shall be made during the Pilipinas Rotaract Convention (PROCON) Leaders' Meeting held every February. Since the PROCON for this term has been postponed, the election will be held instead during the 3rd Quarter MDIO Meeting on February 27, 2021.
Article 2 Section 5 of the 2020 Amended Bylaws state that one month before elections, filing of candidacy for Chair Nominee must be opened.
Filing Period: January 7 to February 5, 2021
Screening of Candidates: February 6 to 20, 2021
Election: February 27, 2021 (during 3rd Quarter MDIO Meeting)
Proclamation: March 14, 2021 (If no protest) or March 29, 2021 (If with protest)
The elected chair nominee will serve on RY 2022-2023.
Article 2 Section 5 of the 2020 Amended Bylaws also state that the incumbent Chair shall also appoint a Past MDIO Chair who shall serve as Election Chair to accept and screen candidacy requirements as well as facilitate the conduct of the election.

CHAIR NOMINEE ELIGIBILITY REQUIREMENTS
Per Article 2 Section 6 of the 2020 Amended MDIO Bylaws
A Past District Rotaract Representative of a member district
A good-standing member of an active Rotaract Club in a member district
Still of 18-30 years of age during his/her time of election, assumption of office and completion of term as MDIO Chair (Born between June 30, 1993 to July 1, 2004)
Must not belong to the district of the incumbent Chair during his/her time of election
Per Article 2 Section 7 of the 2020 Amended MDIO Bylaws
Letter addressed to the Election Chair signifying intent to fulfill the role of an MDIO Chair, his/her vision of the organization and undertaking to comply with the election chair qualifications and guidelines;
Authenticated copy of birth certificate;
Resume with 2x2 photo highlighting relevant organizational and professional experience;
Certificate of good standing from his/her Rotaract Club signed by the Rotaract Club President and President Elect;
Certificate of good standing from his/her district signed by the District Rotaract Representative and District Rotaract Representative Elect.
Certificate of good standing from the sponsoring Rotary club of his/her Rotaract club signed by the Rotary Club President and President Elect

Due to the expected implementation of community quarantine during the date of election (February 27, 2021), election will be done electronically during the 3rd Quarter MDIO Meeting which will also be conducted as a virtual meeting.
The following guidelines shall govern the election per Article 2 Section 8 of the 2020 Amended MDIO Bylaws:
Each member district is entitled to one vote casted by the District Rotaract Representative or a proxy supported by a written authorization signed by the District Rotaract Representative. (Authorization must be addressed and emailed to Election Chair the day before the election)
A quorum of the member districts must be secured in order for the election to proceed.
The candidate/s will be announced on the day of the election. Campaigning or electioneering is strictly prohibited prior to the day of the election.
The Election Chair, concurred by the District Rotaract Representatives of the member districts, can disqualify a candidate due to non-meeting of election qualifications, requirements and guidelines.
Voting shall be done via secret ballot. (The Election Chair will utilize an app/software that will not disclose the identity of the voters. In this regard, the actual voting will be done in a separate virtual meeting breakout room participated only by the voters, the Election Chair, and the MDIO Chair)
Tallying of votes shall be witnessed by the electors.
The candidate who obtains a majority vote of all the member districts present during the election will be declared as the winner of the election. In case no candidate receives a majority vote, a re-balloting will be conducted. Only the two candidates with the highest number of votes will be subjected for the re-balloting.
In case of a tie, a re-balloting will be conducted involving the candidates on stalemate. In case of another tie after re-balloting, the winner of the election will be decided by tossing of coin.
If there is only one candidate, he/she will still be subjected to voting and has to obtain the majority vote of all the member districts present.
The winner of the election will be proclaimed after fifteen (15) days to provide ample time for any possible election protest that may arise. In case of a protest, the proclamation will be delayed for another fifteen (15) days. The District Rotaract Representatives of the member districts shall decide upon the protest within thirty (30) days after the election. Otherwise, the election of the contested winner will be deemed valid.
OTHER ELECTION RELATED PROVISION
The MDIO Board may postpone the election for a valid cause such as, but not limited to, no candidate filed Certificate of Candidacy within the filing period or on account of force majeure. (Per Article 2 Section 9 of the 2020 Amended Bylaws)
